Most CIOs and CTOs have grown into the role through experience, pressure, and self-learning, but there’s very little structure or process for developing an leadership career in Technology. And very few have ever had a clear, independent benchmark to measure themselves against.

The Standard assesses capability across the key domains of modern technology leadership:

  • Architecture and platform leadership
  • Delivery and operational excellence
  • Governance, risk and compliance
  • People, leadership and organisational development
  • Value creation through technology


Together, these domains reflect the full responsibility of the CIO or CTO role.

Certification demonstrates that you can operate across this breadth, not just specialise in one area.


The CIO/CTO Standard certification is designed to assess real-world technology leadership capability rather than academic theory.


The process is structured but practical, recognising that experienced leaders have limited time.


The certification process involves:

  1. Registration and access to The Standard framework and supporting materials
  2. Review of the leadership domains and assessment criteria
  3. Access to The Standard book and supporting resources
  4. Completion of five online certification exams
  5. Certification awarded upon successful completion


The assessment focuses on real leadership judgement and decision-making across the domains of modern technology leadership.


Most candidates complete the certification over a period of five weeks, taking one exam per week.


The certification consists of five online exams covering the leadership domains within The Standard.


Each exam has a maximum duration of around 75 minutes, with a total exam time of approximately six hours across all five assessments.

Multiple exam slots are available each week so the process can fit around existing leadership commitments. 


Many candidates find that their experience as CIOs or senior technology leaders provides a strong foundation for the assessment.


However, preparation materials are available for those who wish to familiarise themselves with the structure of the framework and the leadership domains before taking the exams.


Preparation time varies depending on individual experience, the complexity of roles previously held and the breadth of leadership responsibilities. 


The CIO/CTO Standard recognises different levels of leadership maturity.
These levels are not based on tenure or job title but on demonstrated capability, judgement and leadership impact.


Foundation

Foundation represents the minimum credible benchmark for executive technology leadership.


Leaders at this level demonstrate:

  • Clear understanding of technology strategy and business alignment
  • Operational credibility and delivery discipline
  • Commercial awareness and accountability for outcomes
  • The ability to participate effectively in executive discussions


Foundation confirms that a CIO or CTO can operate credibly at senior leadership level.

  

Practitioner

Practitioner reflects integrated leadership maturity.


Leaders at this level:

  • Influence organisational direction through technology strategy
  • Balance delivery, risk and innovation effectively
  • Demonstrate strong commercial judgement in major decisions
  • Lead transformation while maintaining operational stability
  • Build capable teams and future leaders


Practitioner leaders are trusted advisors to the executive team.

  

Advanced

Advanced represents distinguished leadership capability recognised by peers.


Leaders at this level:

  • Demonstrate deep experience across multiple organisational contexts
  • Navigate complex strategic and political environments with confidence
  • Mentor and elevate other technology leaders
  • Apply insight gained from both success and failure
  • Provide trusted leadership in the most complex situations


Advanced certification reflects sustained leadership impact and peer confidence. 


The CIO/CTO Standard has been developed by experienced technology leaders from the Tech Leaders Connect and Freeman Clarke communities.


It reflects more than 30 years of real CIO and CTO leadership experience across multiple industries and organisational environments.


The certification is accredited by SIAS (Ofqual approved), providing independent validation of the framework and assessment process. 


 Certification against the CIO/CTO Standard signals that you are:
