Lawyers, accountants and project managers all have structured standards that validate experience and leadership capability.
Until now, CIOs and CTOs have not.
The Standard is the first certification designed specifically to benchmark the full scope of executive technology leadership.
30+ years of CIO experience behind the framework. Accredited by SIAS (Ofqual approved)
Most CIOs and CTOs have grown into the role through experience, pressure, and self-learning, but there’s very little structure or process for developing an leadership career in Technology. And very few have ever had a clear, independent benchmark to measure themselves against.
The Standard gives you:
It’s not about passing an exam. It’s about proving that you can lead technology in a way that genuinely moves the business forward.
The Standard assesses capability across the key domains of modern technology leadership:
Together, these domains reflect the full responsibility of the CIO or CTO role.
Certification demonstrates that you can operate across this breadth, not just specialise in one area.
The CIO/CTO Standard certification is designed to assess real-world technology leadership capability rather than academic theory.
The process is structured but practical, recognising that experienced leaders have limited time.
The certification process involves:
The assessment focuses on real leadership judgement and decision-making across the domains of modern technology leadership.
Most candidates complete the certification over a period of five weeks, taking one exam per week.
The certification consists of five online exams covering the leadership domains within The Standard.
Each exam has a maximum duration of around 75 minutes, with a total exam time of approximately six hours across all five assessments.
Most candidates choose to take one exam per week, completing the certification over the course of five weeks.
Multiple exam slots are available each week so the process can fit around existing leadership commitments.
Many candidates find that their experience as CIOs or senior technology leaders provides a strong foundation for the assessment.
However, preparation materials are available for those who wish to familiarise themselves with the structure of the framework and the leadership domains before taking the exams.
Preparation time varies depending on individual experience, the complexity of roles previously held and the breadth of leadership responsibilities.
The CIO/CTO Standard recognises different levels of leadership maturity.
These levels are not based on tenure or job title but on demonstrated capability, judgement and leadership impact.
Foundation
Foundation represents the minimum credible benchmark for executive technology leadership.
Leaders at this level demonstrate:
Foundation confirms that a CIO or CTO can operate credibly at senior leadership level.
Practitioner
Practitioner reflects integrated leadership maturity.
Leaders at this level:
Practitioner leaders are trusted advisors to the executive team.
Advanced
Advanced represents distinguished leadership capability recognised by peers.
Leaders at this level:
Advanced certification reflects sustained leadership impact and peer confidence.
The CIO/CTO Standard has been developed by experienced technology leaders from the Tech Leaders Connect and Freeman Clarke communities.
It reflects more than 30 years of real CIO and CTO leadership experience across multiple industries and organisational environments.
The certification is accredited by SIAS (Ofqual approved), providing independent validation of the framework and assessment process.
Certification against the CIO/CTO Standard signals that you are:
Certified CIOs and CTOs have demonstrated competence across the full scope of modern technology leadership – strategy, delivery, governance, people, risk, and value creation.
This isn’t a badge you collect. It’s a professional mark you earn.
Professional credibility
Certification gives you an independent, external validation of your capability; something far more powerful than a job title or CV bullet point.
Career leverage
Whether you’re aiming for your first CIO/CTO role, stepping into a larger or more complex organisation, or operating fractionally or in advisory roles, the Standard gives decision-makers confidence that you can operate at the level you claim.
Clear development focus
The Standard highlights where you are strong and where to invest next, helping you prioritise development that actually matters – it’s not generic leadership training.
Peer recognition
You’re recognised as part of a community of serious, capable technology leaders who hold themselves to a higher bar.
Peer led evolution
This accreditation is built by CIOs and CTOs for CIOs and CTOs. It’s not a dusty, old and fossilised accreditation that doesn’t keep up with the times. The Standard is constantly evolving through input from the very CIOs and CTOs who’ve been through the process already.
Hiring or working with a Certified CIO or CTO reduces risk and increases confidence. It means the organisation gets someone who:
For CEOs, certification provides a shared language and expectation for what the technology leader role truly entails; making performance, trust, and accountability clearer from day one.
The Standard is:
It reflects how technology leadership really works – including the messy trade-offs, political realities, and commercial pressures that don’t appear in textbooks.
That credibility is what makes certification meaningful.

I am proud to have achieved the CIO Accreditation developed by Freeman Clarke and certified by SIAS (Ofqual‑regulated). This programme stands out as the only assessment I have encountered that rigorously evaluates the full breadth and depth of real‑world CIO capability.
It has reinforced the diverse and demanding competencies required of today’s CIO — from strategic business and commercial leadership to driving effective business change, ensuring robust IT governance, delivering high‑performing operational services to customers, and managing suppliers with confidence and clarity.

After 30 years in technology leadership, I’m pleased to have achieved the Certified CTO – Foundation, designed by Freeman Clarke and accredited by SIAS.
Over the years, alongside my MBA, I’ve gained qualifications in risk and project management, IT security, cyber security and AI. What I had not previously done was formally benchmark my experience specifically at CTO level.
This programme provided a structured framework covering the full breadth of executive technology leadership - strategy, architecture, governance, sourcing, programme delivery and customer engagement.
The five-exam assessment process was rigorous and comprehensive – and satisfying to complete.

I’m pleased to have passed the inaugural CIO Accreditation from Freeman Clarke.
The programme reinforced practical, board-facing CIO disciplines – strategy, governance, value delivery, risk, and operating model – skills I apply every day when helping organisations modernise, scale, and deliver measurable outcomes from technology.
The Standard isn’t about exclusivity. It’s about professionalism.
It exists to raise expectations, of the role, of the discipline, and of ourselves.
If you believe that senior technology leadership should be taken as seriously as finance, law, or operations, then this Standard was built for you.
